Series Overview

This four-part webinar series provides foundational training for state and local government finance professionals across governmental accounting, budgeting, accounting operations, and financial management.

Each session is self-contained and practical, allowing participants to attend individual topics or complete the full series for a comprehensive, end-to-end understanding of government finance best practices.

The cost to attend this series is $200 per person, per workshop. Register for all four sessions to receive a 25 percent discount on the total cost. Meet the Presenters

Gerry Boaz

Gerry Boaz, Director
Based in Nashville, Tennessee, Gerry is a nationally recognized speaker, thought leader, and auditor with a wealth of government experience. He brings a unique perspective to the firm's clients as a former Technical Manager with the Tennessee Comptroller of the Treasury, Division of State Audit. For 25 years, he observed meetings of the Governmental Accounting Standards Board (GASB) on behalf of the National Association of State Auditors, Comptrollers, and Treasurers (NASACT) and wrote detailed summaries of those meetings. He also served on various GASB project task forces and gave countless presentations on the GASB standards across the United States. This gives him exceptional insight into the development of GASB standards, which allows him to help clients successfully implement those standards.


sam singery

Sam Singery, Senior Manager
Based in San Antonio, TX, Sam has nearly 15 years of experience in various aspects of auditing, financial reporting, and municipal financial management. He began his career in public accounting, where he conducted and supervised audits of local governments. More recently, Sam spent five years prior to joining Eide Bailly as the Accounting Manager and Assistant Finance Director for small and medium-sized cities, overseeing the daily operations of the finance department in addition to coordinating all required audits, preparing financial and regulatory reports, developing enhanced policies and procedures, and implementing new Governmental Accounting Standards Board pronouncements.


Scott Catlett

Scott Catlett, Director
Based in Nashville, TN, Scott provides clients with solutions to the challenges facing governments today, such as financial sustainability in a time of revenue challenges, establishing and maintaining robust financial management practices, and putting in place an effective policy framework. Scott has over 25 years of diverse experience in public sector financial management and accounting. Prior to joining Eide Bailly, Scott spent 17 years working directly for cities after serving as a consultant to state and local governments earlier in his career. As a Chief Financial Officer and Assistant Chief Financial Officer for three medium- to large-sized urban cities, Scott managed budgets of as much as $1.2 billion and investment portfolios of as much as $500 million and successfully navigated these agencies through the financial challenges of the Great Recession and the COVID-19 pandemic.


Amber Haston

Amber Haston, Manager
Based in Miami, FL, Amber provides expertise to her clients in navigating challenges in financial management facing governments today, including financial sustainability through budget development and long-term financial planning, mitigating financial risk with an effective policy framework, effective resource allocation by way of organizational and financial condition assessments, and ERP software assessment, procurement, and implementation. Prior to joining Eide Bailly, Amber spent a decade working in full-service and contract cities as well as special districts; most notably for two urban, full-service cities with annual budgets of $340 million and $172 million. Amber has since spent several years working as a consultant conducting engagements in financial management and implementation of GASB pronouncements for agencies in California, Florida, Texas, and Washington.


Nancy Brambila

Nancy Brambila, Senior Manager
Based in Las Vegas, NV, Nancy provides expert insights regarding the challenges facing governments today, including ensuring compliance with regulations, optimizing financial reporting processes, implementing effective internal controls, and navigating complex financial transactions. Prior to joining Eide Bailly, Nancy spent over four years in the audit industry performing audits of school districts and charter schools. Nancy then spent 16 years working directly for local governments in many capacities, most notably as a Controller and Assistant Controller for a large and full-service city with an annual budget of $1.4 billion¸ where she was responsible for preparing the ACFR from start to finish. She was also responsible for the full implementation of GASB 87 and GASB 96 compliance and reporting, while implementing a software solution to track and monitor over 450 citywide leases.


Kyle Horton

Kyle Horton, Manager
Based in Sacramento, CA, Kyle has nearly 10 years of experience in government finance operations, cash and treasury management, as well as financial reporting. He began his career working as an Accountant for a small city, where he was immersed in all aspects of government accounting and finance. Most recently prior to joining Eide Bailly, he was the Accounting Supervisor for a medium-sized, full-service city in Northern California, where he refined his skills and made significant contributions to the growth and success of the finance team. He has built multiple complex bank reconciliations from the ground up, created multiple process efficiencies through technological automation and successfully managed the year-end close and financial statement preparation process.
