He has been recognized for his expertise in Single Audit compliance requirements and all financial and compliance aspects in the public education agency arena. The COVID-19 assistance grants have placed a higher standard for transparency and accountability for agencies receiving these funds and expending them within the stated guidelines. General Obligation Bonds issued under Proposition 39 legislative guidance are required to annually obtain both a financial statement audit and a compliance audit to assure the voters of the community that monies have been spent on projects that were approved by the local voters. Bill understands these compliance requirements and the need for accountability and transparency with these monies. He provides the Proposition 39 required audits for many K-12 school and community college districts.
